Ed, I've never seen the symptom, but it sounds like maybe a HV regulation problem, depending on the video scene. Thinking that the current through the yoke winding is changing with the scene, like when the picture has more white in it there is more current drawn. When on EXT-1, do you have a test pattern, or moving video playing? Might be a capacitor in the deflection/ HV area.
