It's best to check for DC Offset at the emitter resistors for each channel,
rather than at the output terminals. If you truly have no DC Offset and you
still believe you have a protection problem, there are usually a couple of
transistors past the outputs that are for protection. You can check them.

If it draws no current and has no offset, you can short the relay contacts
and check for proper operation. Past that, you will probably need the manual
to follow the protect line back to the processor, unless the board is
labeled.
