Did you use a generic vertical IC for the replacement (the original Philips
part# is 483520987091)?

Vertical - Slow vertical warmup

Tom Schriver

Replace C450 and C455 (470m/25v) for slow opening vertical.  They are on the
+13 volt supply and are physically located to left and a little forward of
the SMPS transformer.
