Then you can rule out both, Judge.
Have you checked the HV caps and the flyback pulse for good 12 uS shape?

Now  is it your driver transistor, the one that powers the Final Horiz 
output that keeps blowing, along with the SMPS transistors???? Or is it 
regulators , rather than the SMPS outputs like you mentioned (ie 9V or 5V, 
tho' that makes no sense whatsoever).
If the driver transistor is dying, then logicly that cap you replaced is 
most likely (.47 for decoupling??? I'd think 1uf is better for that)
 Try another one, but the next thing is the drive transformer may be shorted 
causing the transistor to dissipate more power...how about the Horiz 
output....has it been replaced?? Is it at least an original part??? Is that 
what keeps shorting??
