[TechAssist] GE VG4054 VCR, FF and REV slow

VCR works fine except for FF and REV. The VCR will only FF with the pinch
roller engaged. Unit pauses for 2-3 seconds (like it wants to change to
faster speed), but then continues to FF or REV slowly with pinch roller
pressure against the capstand. Anyone had this problem?
