UPDATE:

OK I unsoldered the tuner as suggested. NO GO.

I also swapped out the LM7809. NO GO.

I guess I am gonna need a print for this. Anyone have one?

I will gladly pay for shipping and copy cost!

I really believe that its a X-Ray problem. It clicks on gets high voltage
then turns right back off.
