[TechAssist] Fix F19426 TX809 Chassis Dark displays

This tv came in with dark menu and guide displays.When activated it was a total
black square. Regular picture was fair. After much trial and error discovered
the screen voltage was low only about 250 volts. Replaced the IHVT and
everything is ok. Not the first odd ball problem cured with IHVT replacement.
