Shaun, I read this again...they can only use that receiver on one TV...I guess 
your question is not clear.
There should be at least two cables from the LNB's. If there are more than one 
receiver, than add
cables....
In-other-words...each receiver takes one input. There should be NO extra charge 
to the customer to run
another cable to this input, unlike having it go to another receiver, which 
would be $4.99.
The only cost may be if another LNB would have to be installed to accommodate 
the extra run.

If the customer wants to use the 2 tuner features of the PVR the answer
is yes.  This PVR most likely can record one channel while watching
another.  To allow this feature you need 2 separate connections to the
satellite dish.
