[TCUG] VAS on un metered supply?

Does anybody else have VAS signs on their un-metered supply?
If so, how have you coded up their energy consumption in accordance with the
Elexon guidelines?
The start of the code (7925???) is no problem, it is the rating in watts
that I am finding hard to pin down.
Manufacturers can give consumption figures for the sign fully permanently
activated but of course in reality it never actually is.
Is there an accepted percentage of "on" time? Of course you also have to
bare in mind the MVD will be constantly powered??
Any help would be most appreciated.
