[TCUG] StreetLighting at Traffic Signals

I have just had a conversation with our street lighting engineer who has just 
informed me that to conform to their new lighting regs and PI's the lux 
coverage over a crossing carpet at a set of traffic signals is to be lowered to 
20 lux instead of 30. Has anyone else heard of this? and secondly could anyone 
confirm whether the lux coverage is a street lighting standard or a traffic 
signal standard.
