Although there are some very definite advantages in nearside indicators i.e. users face the oncoming traffic, the ability to use kerbside detection, etc. we are all aware of their limitations. It is obvious that at some sites, both at junctions and stand alone crossings, far side signals will be essential. The Puffin sequence does not use a black out and one reason for the nearside indicators is that it prevents people being worried if they are halfway across the road when the signals change. Many of us (although not me personally) seem to be of the opinion that black outs on far sided signals are essential and consequently always use them on junction signals. However unless we (the industry) agree that it is acceptable for far side signals to change directly from a red man to green man then we are unlikely to persuade the DfT to allow far side signals at Puffins.
