[TCUG] "Low Flow" Pedestrian Crossing research

We have been asked by the CSS if we could run a project for them which would
examine the performance of signalled pedestrian crossings which were
installed with a low PV2 value, say less than 0.85. Is anyone interested in
helping out with some research along those lines, and/or does anyone have
any sites they would like to offer up for study?
