In review, was it running well before?

Sounds to me like you have a cam gear off by one or two teeth.

These exact symptoms occurred on my Triumph. I had the intake set on the wrong
mark (two teeth) for the year of manufacture.

Swapped in known good distributor

Symptoms

No start, no backfire when timed near TDC

Starts and runs at a FAST idle when the distributor is rotated so that
it is advanced about 30° (eg. when it starts a timing light immediately
shows it running at 30° BTDC).

Dies at about 20° BTDC if timing is retarded after it is started.

Is there any way this could be fuel related? I don't have another carb
to swap on.

Can a VW flat4 actually JUMP timing? How? No chain to stretch.

I can't afford a rebuild I need ideas. ;-)
