That is a gas fired heater and yes there is suppose to be a metal line from the 
vacuum can to the carb.

2 questions from image 1833 and 1834 

1) What is that on the driver side in the engine compartment?  Seems like it 
would block air flow to the engine. 
2)  Should the vacuum line to the distributor have a metal line?
