Not the money being spent on the washing machine though, it can be spent on
anything transportation related. nothing is requiring them to have spanking
clean buses; we all could tollerate dirty buses.

Remember not all money comes out of the same pot. The vast amount of money
Star Metro gets is Federal money. Some f the money. like grants can be only
spent on spacific allocations.
