Mary and list. I just changed from wave view to time view, and like you, I
could not scrub with the arrow keys or the function keys. When I tried control
with these, I was as far from the place I wanted to be as before, but because
the arrow and function keys would not speak, I couldn't get back to the place I
wanted to be.

I've always used the wave view. i'm totally blind and I've not thought much
about what view I use; with wave view, scrubbing works well for me; I tried
time view and couldn't get scrubbing to do what I expect.
Everyone's computer is different though, so some folks may have better results
with time view.
