It's more than that with Carandolana. If advancement stays consistent she's
going to reach a point where she's got lower level druids as attendants. In
some ways her ambition is as high as Elmore's -- she's heading for the top of
druidic levels. So for a while she'll have to put up with more structure, and
that's assuming she doesn't get recalled to Stoddard like Oakman did. However,
she's got a charge from her goddess, so that may change a few things.

understand why Elmore is closer tied to civilization and it’s trappings than
Cara likes. She needs a circle and maybe a few wild land animal followers and
she’s set. Things aren’t so simple for him and he’s tried to explain it that
even a church of a chaotic deity needs at least SOME structure. I don’t think a
chaotic deity’s church would be as large and militaristic as the model in the
dm guide as it may be difficult keeping so many followers in the same place.
Could be, they are marshaled in times of need and the bulk of them disband to
attend small churches in the surrounding countryside when a major threat is
over.
