[steem] Cannot open write protected files in STeem 2.4?

Hi Russ and Ant,
I think I've found a bug in the emulator:
If you try to open a file for *reading*
that has the read-only attribute set,
the function will fail.
You can even try it out from the desktop.
Try copying a read-only file to another
directory, it'll fail.
I haven't checked yet if STeem v 2.2 and
2.3 have the same behaviour, but if I
remember correctly it worked in Steem 2.2.
