I can't create your problem.
I created a note, saved it , used the read option and used 1 & 2 to move
through the note letter by letter. It read all capitals and punctuation.

What to do.
Create an note in the NOTES program. Make sure that you have both capital
and lower case in the note. Arrow down to confirm it so that it is saved.
Now arrow down to the note and press Select/OK to read it.
With the note opened in the reader! Now use the Number 1 and number 2 to
read through the note a character at a time.
Here is where you will find the issues.
As you are going through the note using the number 1 and 2!
You will notice that it doesn't tell you what is in uppercase.
It will also not read the last punctuation character if you have one at the
end of the note. Example: I has an STAR and it wasn't read I also tried
changing it to an period and neither one was read when using the number 1
and number 2 to move a character at a time through the note.
