[sib-access] Windows key does not bring up Expression context menu

Dan,
I'm in a brass quintet and, for some reason, when I press CTRL E for
Expression and then press the windows key to bring the menu up, I get the
start menu instead. I have to activate the expressions menu using my mouse
by hand.
Why?
It wasn't this way a few hours ago.
