Alison,
The sound set is used to tell Sibelius how to use a particular playback
device. You may need to pay for the playback device but the sound sets are
free. That said, not every playback device will have a sound set to go with
it since there are far too many devices to anticipate them all. Also, the
good playback devices are often very expensive. You could probably buy a
holiday in Vienna for less than it cost to buy the good Vienna Symphonic
Instruments.
