[sib-access] Can't Switch Staves

Hi,
I installed Sibelius 5.25 and Sibelius Access on my new computer running
windows 7. However, I can't move to different staff with
alt+ctrl+down/up. My old computer also have Windows 7, and I have no
problem switching to different staves. I vaguely remember having this
problem a while ago, but I'm not sure how I fixed it.
Does anyone know how I could fix this problem?
