Multi-bar rests are more of a display option.

Go to Layout > Auto Layout and check the box called "use multi bar rests".

Sibelius will automatically write successive empty bars as a single bar with
a multi-bar rest in it.

Sarah,

As for multi-bar rests, you can select the range, then use one of the
plug-ins to generate them. I don't remember exactly how we did them in Sib
3, but vaguely recall something in the print dialog for printing separate
parts. That's all different now in Sib 5.

As to printing selected staves, I think you could just hide the staves you
don't want to print and that should do it. Give it a try.
