Hi Jason,
There is no standard way of specifying the clamp voltage for TVS devices based 
on the IEC61000-4-2 ESD pulse. There is a standard definition based on the 
IEC61000-4-5 lightning surge pulse but that does not mean much for an ESD 
protection component. Using the ESD pulse is a fairly recent trend and some TVS 
manufacturers specify the initial spike while others specify the second hump 
(or the voltage at 30 ns). In reality you need to look at the whole clamping 
voltage waveform and consider both the initial spike and the plateau. The 
initial spike represents high current that can cause CDM-type failures and the 
plateau represents high energy that can cause HBM-type failures to the 
protected IC.
