Switching layers without GND connection is just like crossing a split plane. You have to assure a current return path close to the signal via to allow return currents to switch layer. Simply begin with two vias in a GSG configuration perpendicular to the signal trace. Then simulate different via distance until the S11 is good enough to suit your application. This differential signal is routed in Layer 3, So there is no way for the stub. There are some dips at 2GHz, 4.2GHz and the SD11 reach the peak at 5GHz and 6.2GHz respectively.
