Curt,
IEC 60664-1 "Insulation Coordination for Equipment within Low-Voltage
Systems - Part 1: Principles, Requirements and Tests" is the basis for
safety spacings in IEC 60950 and all the national derivations.  It is
used by the technical committees in the development of the spacings
requirements in 60950-1, 61010-1, 60204, etc.  Sreekanth did not mention
which safety standard is involved.

Impulse rating is the correct method to use for safety spacings through
solid insulation, which is the case for in both prepreg and base
material, layer to layer.

IEC 60950-1 does a very good job with regard to printed circuit boards
and multi-layer applications.  But the technical committee (TC/SC 108)
restricted its concerns to Overvoltage Category II and below.  It also
simply states that 0.4mm (15.7 mils) is all you need for reinforced
spacings.  There are times with higher voltages when this not enough for
safety spacings.

There may also be safety considerations -- simply using standard values
for V/mil does not guarantee a safe product. You have two options -- use
the recommended creepage and clearance distances between high voltage
and SELV (from UL60950 or similar), or test each instance with a hi-pot
tester.
