Hi Bala, 10 Ohm is stronger than 10 KOhm... Actually 0 ohm is strongest. Because if you have provided a zero ohm pull up to VCC on a pin then no matter what you do you cannot bring that pin to 0V (unless you short VCC & GND and burn the chip).
