Hi Vighnesh,

Switch delay and settle delay are two ways of
quantifying transition times. This next is from an
earlier discussion on SI-LIST, I have added MIN & MAX
as I thought appropriate.

"Switch delay for rise edge is measured at first Vil
(MAX) crossing and for falling edge it is measured
first crossing at Vih (MIN). Settle delay for rise
edge is measured at the final Vih (MIN) crossing and
for falling edge it is measured at the final Vil (MAX)
crossing." 

You can easily figure out how transition delays will
factor into an overall timing budget and the impact on
setup-hold times.
