Think about what causes ringing/overshoot. When the signal is sent, the transmitter does not know what impedance the signal will see some nanoseconds later at the other end of the line. Terminating the transmission line eliminates reflections at the termination point. Reflections can still occur elsewhere, of course. I strongly recommend reading Dr. Johnson's excellent books.
