Today, more than ever, the Internet is a source of a wealth of
information on practically everything. Demo programs, for instance,
allow a user to exercise a program while either not being able to save
it or limit the nets it may manipulate. Additionally, asking a vendor
for temporary licenses is yet another way to practice hands on. 

Online Documentation:
Many vendors help in ONLINE including tutorials
WEBINARS are often free.

User's Groups and or Conferences
Often offer lower cost classes, lectures and tutorials. See their Web

I know Cadence has a program called "Retool to Work", which offers free 
training to qualified candidates who are unemployed and need to advance 
their skill set in electronic design. Your friend would have to qualify,

and they only allow two people from the program in each class, assuming 
the class isn't full of paying customers.
