Check with your simulation vendor. The proper IBIS handling of package models
states that the simulator will use the highest detailed model if present. So
if you have an IBIS s parameter model that should be used and the lower order
RLC will be ignored.

be 3 things defined
1. R_pkg
2. L_pkg
3. C_pkg
Just make all the 3 values as "0" in all the Corners Typ/Min/Max.
I Assume you have a O/p IBIS model followed with a Package S Parameters
Connected.
