[SI-LIST] How to define the value of capacitor

Dear all
Recently, I check two kinds of tan capacitors, one is of 10uF and the other is 
100uF. The both packages are 3528. To my surprise, the impedance at 300KHz of 
the two kinds of capacitors are about same.

Could anyone told me how does the capacitor vendor define the value of 
capacitor?
