Do you have an opinion on what extra information I would need from the person
providing me the channel impulse response, in order to make a reasonable
attempt at converting it into a 2-port Touchstone file?

I am not sure you can do it unless you have some extreme situiation. From
the complex fft of h(t) you get one complex number per frequency, but you
have three unknown complex values (S11, S22, S21ñ2 if the DUT is reciprocal).
