If you are assuming that the PDN is just a series L and R, then use 1/Y22 (or
1/Y11). The Y-Parameters use a short at the measurement ports so Y22 is the
admittance of the RL assuming a short at port 1, which is what you want for a
series RL.

The quick way is to convert to Y-parameters and Z-parameters:
- series impedance and DCR: use 1/Y22
- shunt impedance: Z22
If you have a model or data for the VRM you can combine it with the PDN model
to get a 1-port model. Then these are even easier.

How to calculate power plane impedance from S-parameter file?
I know for sure, if we have a VRM model measured with a VNA (shunt-through
mode) into a 2-port S-parameter file, then we can calculate the VRM output
impedance as Z(f) = 25* (S21/(1-S21)), that is between the VRM output and
ground.
But...
If we have a simulated power plane model, as a 2-port S-parameter file, where
port-1 is at the VRM, port-2 is at the load (ASIC), then how to calculate:
- series impedance and DCR
- shunt impedance between plane and ground at the load ?
