For CAUI-4 C2C the COM pass threshold is 2dB.
From my understanding, this threshold is part of a budget allowance for
receiver implementation. Receiver noise and jitter are not explicitly accounted
for in the COM algorithm...

Not always 3dB. For CA-25G-N cable assemblies the minimum COM is relaxed to
