Not always 3dB. For CA-25G-N cable assemblies the minimum COM is relaxed to
2.2 dB.

Does anyone know why the limit for COM in 25G ethernet spec is 3dB? Does
this have anything to do with the shannon-hartley theorem? I would imagine
but after putting in the numbers, I don't see a directly 1:1 relationship.
My brain has had bad gas today.
