Hello, James,
Please download the latest version, s2ibis3. It has many improvements over
s2ibis2.
You can set DC pins inside the subcircuit file. They must be set to the
correct voltages for each corner, of course. Alternatively, you could edit
each spice file generated by s2ibis3, then run spice manually, and then run
s2ibis3 for the extraction phase.

About S2ibis2 . There are some enable pins control an output pin in my
logic i/o pad circuits. Only a enable pin, model name INPUT, can be set in
*.s2i file. how should I set other enable pins logic low or logic high to
produce S2ibis2?
