The RLC parasitics make up a LPF (Low-pass filter). It has a transfer
function, from which you can derive a Phase Delay function. One can then
consider a high clock rate signal as a modulated Sin carrier signal.
Therefore, the delay for that signal will be mostly the phase delay at this
carrier frequency corrected by the amount of the group delay around this
carrier frequency. Take a note, that the delay will depend on the signal
that propagates through this LPF.

In other words, there is now rule-of-thumb (that I know of) for estimating
this  on the back of an envelope.
