So sell the dog on a limited registration and add a clause that the buyer
will owe an additional $1000 if they fail to provide proof that the 
spay/neuter
has been done by a specific date.  That gives the buyer incentive to follow
through on the contract, as well as giving you a legal recourse to force the
issue if necessary.

Yup because you can't put something in a contract that wouldn't stand  up to 
the law.
