  I can attest to that!! A dispute between co-owners of the stud (one of which 
owned the dam & was the breeder of the stud) kept us from getting our females 
papers for over a year. Had their dispute not been resolved we would have spent 
a lot of money, time & effort flying up to B.C. to get a bitch that we could 
not register in the U.S. or Canada.
 That said, I would hope all signatures would be required on all litter 
registrations,
ownership papers, etc. here. Even nominated litters & futurity entries should 
be required  to have papers filled out properly. I know they are not checked 
with on occasion.
