I suggest your friend goes back and finds out what the vet used as  
anesthetic. Then do a search for known side effects, possible side effects and  
rare 
side effects. I have assisted on tons of vet surgeries, and have never seen  
this happened. However, I don't know this to be a GSD thing.  What other  
illnesses can create a locked jaw? Sometimes the dogs will lock jaws while  
having 
seizures, but it is not permanent.
 
Hopefully your friends vet is honest, and can help them with their dog. Who  
is going to help them with the care and treatment on their dog from here  on?  
There are all kinds of risk involved with ANY surgery, and good vets  make 
all their clients aware of that. I will strongly suggest doing some serious  
research, and if it was me, I would look for a second opinion. If nothing  
more, 
for their own peace of mind.  We always feel so guilty when something  out of 
our control happens to our dogs.
