[ SHOWGSD-L ] Will neutering make a difference?

I was wondering if neutering an 11 month old dog would make much of a
behavioral difference. He is a sweet dog but is very jealous of the other male
dog in the family and picks on him constantly. so much so that the other dog
is afraid to go outside with him. He is not mean or aggressive towards other
dogs, plus put a leash on him and he is a different dog...very compliant. Is
11 months too late? Cynthia
