Good or bad, its a requirement. Otherwise any Dick or Tom ( gee I hope no
one named Dick or Tom is running for treasurer....LOL) can be named a
designee, and if the treasurer is found not in compliance, the designee takes
over.....and that person didn't have to meet any requirements.
Rules are there for a reason.

treasurer who did a
good job, but didn't have accounting experience it was Tom Sherman. The
board
voted to make this a requirement for any treasurer in the future, and it
has stopped some from being considered. I assume before anyone is
nominated
now, the requirement is noted.
