Chairs and Board members are to have their reports in 2 weeks before the
meeting in order to be put on the agenda and considered.
Reports not received in time are not to be discussed at the Board meeting.
The P&P spells this out.

Tish, I hate to say this, but if people want to volunteer, then they need to
get the reports in on time, and they need to be read prior to meetings. I'm
sorry, too many volunteer for the wrong reasons. There are many out there
willing and able to help, but are never called on because they are not in the
click. As the OLD SAYING GOES "S---, or get off the pot"
"There is another big difference - you were being paid and if you wanted to
keep your job you read all those reports before the conference call, etc. We
are all volunteers and many times reports are not sent out in time or are not
read before the meeting."
