Yep, with a little help from a whole lot of people, HB 1853, which
would have required all but a group of 'good' breeders (AKC ...) to
s/n every dog sold and which we knew was the first step to a
comprehensive scheme of breeder licensing, mandatory microchipping,
and more was 'tabled' today in the Virginia House of Delegates
Committee on Agriculture, Conservation, and Natural resources.

'Tabled' translates to 'We don't want to look at this.'  In theory,
the bill can come back to life but that would take another vote of the
same people and is very unlikely to happen.  Since this is the second
year of our two-year Assembly (two sessions of 60 and 45 days
respectively) if the bill stays tabled until it's too late for it to
pass the house before 'crossover day' when all house bills must go to
the senate or die (and vice versa) it will be permanently dead.

Of course this is a Lillian Special, one of a long-running series of
"Let's end home breeding" bills: 2004 = SJ 37, 2005 = HB 2927,
2006 = SB 55, and now, 2007 = HB 1853.  So next year we'll probably be
back asking for your help again!

Maybe even again this year, for one or more of the other bad ideas on
our General Assembly's plate.  I think there are ~20 more.
