I had a puppy like that almost 20 years ago. She was born with her head tilted and would gait in circles so she stayed here. She eventually got better and won BPs & finished quickly before age 2. Long term effects were that she was cross eyed and she had certain parts of her body that were hypersensitive to touch. She was not the brightest bulb in the box either so I'm sure she had some brain damage. When she just turned 7, she had a series of vestibular incidents and never recovered from the last one. (She was never treated with flagyl). She never had puppies either although her sister had large litters. Sometimes the head tilt is an external sign that there's more issues going on internally.
