tying dogs to porches is not taking proper care
 
I have a section in my buyers contract that says if I find a dog  I have sold 
them being mistreated or abused, which includes being  physically restrained 
by a chain, rope or confined in an inhumane manner,  I will re possess the 
animal.
They also have to agree to me doing home checks or no dog. A dog tied  to a 
porch would be out of there.   Something else I do if I  find something a bit 
"iffy" or suspicious when I do a home check - I will  leave my name with a few 
neighbors.  Its amazing what neighbors  see.
Responsibility for the animal and proper care starts at birth, ends  at death 
whether they live with me or not.
