It is really hard to come to any other conclusion than you did here. It
sounds like stories were being made up to explain things as folks went
along--if people asked questions, they made up a new story--if the
listener bought it, way to go until the next time--if not, tell a more
elaborate story--keep doing-------------doesn't seem like any way to
sail a boat, or run an organization, but then ?????????
It does remind me of a saying from somewhere in my past--don't know why
I thought of it, but--"you can lead a horse to water but you can't make
it drink."
