It looks like we may be headed towards a puppy underground.
Once upon a time I was going to buy a puppy from a German breeder in Washington
State. I asked if I would be getting written contract with a written guarantee.
The lady said " Only if you are willing to pay for it" So without a contract
and a guarantee the pup was only 1500.00 I never asked what the contract and
guarantee would be.
I am sure this goes on anyway but I bet it happens more now.

The PUPS bill (S3424) includes all co-owners when they count dogs
offered for sale. So if you have 1 dog and Carolyn has 5 and you co-
own all of them with her (nice?), and she sells or offers for sale 50
dogs per year, YOUR dog will be required to be under USDA
regulations. As well as hers.
:-)
And Carolyn can't sell the dogs over the telephone, and probably not
have her pups available on her website. All will be "illegal."
