The PUPS bill (S3424) includes all co-owners when they count dogs
offered for sale. So if you have 1 dog and Carolyn has 5 and you co-
own all of them with her (nice?), and she sells or offers for sale 50
dogs per year, YOUR dog will be required to be under USDA
regulations. As well as hers.
:-)
And Carolyn can't sell the dogs over the telephone, and probably not
have her pups available on her website. All will be "illegal."
